· Send an email to etraining@icao.int providing details on the candidate, including his/her résumé. After reviewing the résumé, ICAO will advise whether the proposed candidate is eligible to take the course and, if so, will send a confirmation e‑mail with payment instructions.
Fellowships: ICAO offers fellowships in the form of reduced fees exclusively to participants from least developed countries and developing countries.

To support the effective implementation of the ICAO USOAP Continuous Monitoring Approach (CMA), ICAO has developed computer-based training (CBT) to become familiar with the CMA activities.

The objective of this e-course is to prepare qualified aviation experts from States or recognized international organizations to assist their States to prepare ICAO CMA activities, including ICAO coordinated validation missions (ICVMs) and USOAP audits in support of the USOAP CMA. This training is offered in compliance with the ICAO Safety Oversight Audit Manual (Doc 9735).

Upon successful completion of the e-course, participants will be able to:
1. describe basic auditing techniques;
2. describe the ICAO USOAP;
3. describe the critical elements of an effective State safety oversight system;
4. describe and use the USOAP audit tools;
5. describe the conduct of an ICVM;
6. recognize the essential content of the protocol questions in the specific audit areas (OPS, AIR, AIG, ANS and AGA); and
7. relate these protocol questions to the associated ICAO documents.

The course is divided into four parts:
· Part 1 ― Auditing basics modules
Effective communication, audit principles, audit techniques, team building, time management, public speaking
· Part 2 ― USOAP audit modules
Overview of the ICAO USOAP, the critical elements of an effective State safety oversight system, and an overview of the USOAP audit tools
· Part 3 ― ICVM modules
Evolution of USOAP to the CMA followed by ICVM establishment and implementation, process overview, pre-mission phase, on-site phase and post-mission phase
· Part 4 ― Audit area modules
Aircraft operations including dangerous goods (OPS including DG), airworthiness of aircraft ― Part 1 (AIR Part 1), aircraft accident and incident investigation (AIG), aerodromes and ground aids (AGA) and air navigation services (ANS).
This e-course is available in English only. It requires approximately 80 to 100 hours of committed study, to be completed within 120 calendar days starting from the first log-in. It consists of CBT modules and mandatory reading materials associated with some modules.

Quiz questions provide a knowledge evaluation for each module, and two separate exams allow confirmation of knowledge and understanding of practical use of the course content, including mandatory reading materials.
An exam covering Parts 1, 2 and 3 will be conducted at the end of Part 3. Participants are required to obtain a minimum score of 70%. A retake is allowed twice if the score is 60% or more but less than 70%. If, in any attempt, your score is under 60%, you will not be eligible for any retake.
A final exam will be conducted at the end of the specific audit area module in Part 4 of the course. A minimum score of 80% is required to successfully complete Part 4. A retake is allowed twice if the score is 60% or more but less than 80%. If, in any attempt, your score is under 60%, you will not be eligible for any retake.

ICAO reference documents will be available throughout the course and may be downloaded to facilitate self-study. T30hese documents are an integral part of the course and should be thoroughly reviewed to complement the lessons learned. ICAO documents are valid for the period of the course only; ICAO will not provide any update to the ICAO documents after completion of the course.

In order to take advantage of information and knowledge provided during this course, States should select their experts preferably using the following criteria:
Desirable qualifications and experience:
a) university degree, preferably in an aviation-related technical discipline, or equivalent qualifications and experience;
b) minimum of 2 years’ work experience with a civil aviation organization as an engineer, inspector, auditor or aircraft accident investigator in any one of the following audit areas pertaining to the USOAP CMA:
• personnel licensing and training (PEL);
• aircraft operations (OPS);
• airworthiness of aircraft (AIR);
• aircraft accident and incident investigation (AIG);
• air navigation services, including air traffic management, meteorology, aeronautical information systems, search and rescue (ANS); or
• aerodromes and ground aids (AGA);
c) understanding of ICAO organization, functions and activities;
d) good command of written and spoken English; and
e) ability to use office automation equipment and contemporary computer software.
