- Have working experience at national and/or international
level, in a field relevant to the International Civil Aviation
Organization's work.
- Be proficient in at least one of the official languages of
the Organization (Arabic, Chinese, English, French, Russian and
Spanish) and have a working knowledge of a second. Additional languages
are an asset.

Who are our staff?
ICAO’s Technical Co-operations Programme recruits staff on short- and
intermediate-term contracts or on Special Service Agreements.
Applicants are normally required to have a university degree as well as
a relevant postgraduate specialization, experience at national and/or
international level in the required field of civil aviation.
Generally, we seek applications from candidates in the following fields:
- Aerodrome safety and certification
- Flight operations
- Airworthiness
- Aviation security
- Aerodrome civil/electrical/mechanical engineering
- Aviation legislation
- Air traffic management
- Air transport economics
Often, the professional technical staff act as advisers in civil
aviation to Member states. Candidates should therefore normally have
substantial training and experience before they can be considered for
an assignment. Because of ICAO’s particular needs and the keen
competition, we are able to offer appointments only to very few
applicants. Applications are carefully considered against current and

Additional years of education over and above five years of
post-secondary education at the post-graduate level (i.e., master’s
level) may be credited towards years of experience to a maximum of two
years and once only (i.e. if a person has multiple master’s level
degrees then these cannot be credited multiple times in lieu of
experience). Special Service Agreements are normally following the same
standards.
