This scatter plot shows the integrated lack of effective implementation (I-LEI) by state, against traffic volume in 2009. The color of each dot represents the I-LEI range it belongs to, where: Green dots have an I-LEI less than 30%; Yellow dots have an I-LEI between 30% and 50%, and have less than 10,000 departures per year; and lastly the Red dots have an I-LEI of greater than 50% and have more than 10,000 departures per year.
