Please note that there is a difference between an Instructors Course and an Instructors Certification Course.
The “Instructors Course” teaches AVSEC Experts the “Art of Teaching” AVSEC courses and a certificate of attendance is handed out at the end of the course to all participants The participants can then return to the State equipped with the knowledge to teach an aviation security subject matter course in their native language. However, the participants are not “certified” as instructors.
Each State is responsible for certifying their own instructors, in line with Annex 17.
The “Instructors Certification Course” is conducted on need basis by ICAO. The certification is solely an ICAO certification and does not constitute a certification on behalf of a State. It is aimed at training AVSEC Instructors to be capable to deliver ICAO sponsored courses on behalf of ICAO in the Aviation Security Training Centres (ASTCs). The certification expires and must be renewed after June 2013. The ICAO certified instructors will be informed accordingly a year prior to the recertification process. In order to be successful, participants must pass an AVSEC Expertise test at the beginning of the course and an Instructors Specific test at the end of the course. They must be successful in both tests in order to be certified. A certificate of successful completion is handed out at the end of the course to successful candidates, and a certificate of attendance is handed out to unsuccessful candidates.

ASTP Instructors is an ICAO Saleable Document and can be purchased under "Training Packages (ASTPs)” page, while the "Instructors Certification Course" is solely at the usage of ICAO and cannot be purchased.
