1.                  ACTION BY THE MEETING

 

1.1              The meeting is invited to:

 

a)      note the readiness of all States, including those outside the Asia/Pacific Region, in implementing the 2012 ICAO Flight Plan as recorded in the FITS;

     

b)      request that ICAO HQ urge States to provide updates on implementation status and provide confirmation they will be ready to implement the new ICAO Flight Plan on 15 November 2012;

 

c)      request that ICAO HQ conduct a review of States preparedness to implement the new ICAO Flight Plan on 15 November 2012; and

 

d)      request that ICAO HQ provide timely guidance to States in the event that a significant number of States indicate that they will be unable to implement the new ICAO Flight Plan on 15 November 2012.

1.1.                                    Contracting states should start close coordination with adjacent states based on the transition plan that was notified from each state as early as possible.

2.1                                      The meeting is invited to adopt the following Conclusion:

Conclusion 21/XX           −    Regional Guidance Material for the Implementation of Amendment 1 to PANS ATM

                       

                        That, in order for States to clearly understand what is intended in Amendment 1, the ‘Asia/Pacific Guidance Material for the Implementation of Amendment 1 to the 15^th Edition of the Procedures for Air Navigation Services – Air Traffic Management (PANS-ATM, Doc 4444)’ provided in Appendix XX to the Report on Agenda Item 3.3 be adopted and published as regional guidance material.

 

There were some issues for the FITS website discussed at the APAC TF meeting:

 

1.       Request ICAO HQ add Reports from other Regional Task Force meetings (at present there are only 2 Asia/Pacific reports).

2.       Request clarification from ICAO HQ about what happens if the combined Items 9, 10a, 10b exceed 69 characters (the length of a line in an AFTN message). Does ICAO consider this possible and if so has any consideration been given to the affect on automated FPL processing systems caused by splitting the data over 2 lines in the FPL message?

Concern is that Items 9 and 10b plus delimiters (including the ‘/’ separating 10a/10b) account for a maximum of 31 characters leaving 38 characters for Item 10a.
No limit has been set for 10a but I have seen reference to’ the theoretical limit of 46’ and ‘a practical maximum varies from about 34 to 64’.

 

ther has been much discussion regarding the field length in item 10a.

ICAO is unwilling to define a field length as the original discussions on the amendment by the FPL working group were unable to agree themselves on a definitive field length.

I have read suggestions that up to 53 characters could be utilised however the opinions I have sought seem to indicate much less would be acceptable.

 

Question:

 

Several system changes will require changes in international interface control documents (ICD), notably the North Atlantic (NAT), the Pacific (PAC) and North American (NAM) ICDs.

I believe that these interfaces need to be available for testing between States by the first quarter of 2012 at the latest so that from 1 April 2012 ANSPs can be certain that NEW FPL data can be passed as soon as they transition to NEW.

 

Question:

1. Who is taking the lead on each of these Interfaces and,
2. What is the proposed implementation dates for the changes.
